Going in the everglades restoration tax was a mess.

The sugar growers paid 25% and non agricultural entities (mostly home owners) paid 75% of every dollar.

The flawed part of this was the 25% the growers paid came from their profit which they could show as lost revenue and made it up with the government support of sugar prices for the crop they brought to market. The non agricultural entities (mostly home owners) paid the propped up price and the 75% tax on restoration. What a deal!
