Reimbursement vote improper

The Mayor and Council ignored their own Rules of Procedure, which were adopted by Resolution!!

The vote on reimbursing Marni Sawicki did not follow the Council Rules of Procedure (adopted 2/6/17) i.e. under "g" of Council Agenda Rules of Procedure wherein it states "after the roll call, the first order of business shall be a vote on the agenda for the meeting."

Matters not listed on the agenda may be added to the agenda by a majority vote of all members of Council prior to the adoption of the agenda for the meeting and not at any other time during the meeting.

Councilmember Carioscia brought the motion up to reimburse Marni Sawicki up under reports of the Council at the very end of the meeting!

The bottom line is that not one of them, mayor and Council, adhered to their own rules!

When the rules were adopted on 2/6/17 Carioscia, Williams and Cosden voted in favor of it and Marni Sawicki signed the Resolution as the then-mayor!

The issue should have put on the Consent Agenda thereby allowing a resident to comment on it, if they chose.

In my opinion Sunshine was missing with the way this was done.

By not following the rules voted on by Council, this action to reimburse Marni Sawicki should be invalidated and needs to be vacated!
