Shovel-ready projects

On the fifth anniversary of the Stimulus, one of the many failed, pork filled and political payoff policies of the current administration, it is timely to reflect on what "Shovel Ready" projects really are.

Here in Cape Coral, the UEP Expansion project was, indeed, shovel ready. The project was fully designed and permitted. Bids had been solicited and received. Awards were ready to be made.

So, why did this project not receive funding from the Stimulus? I believe there were two primary reasons.

First, this is a predominately Republican area. I cannot imagine an administration as manipulating and vindictive as this one considering granting funds to the area.

Second, the projects would have to be re-bid to comply with the Davis-Bacon Act of 1931. This racially discriminatory law has the effect of requiring that contractors pay "prevailing" wage rates. Replace the word "prevailing" with the word "union" to understand the impact this would have.
