Council expands city manager list to 17

Five names added to city staff-suggested field of potentials

Cape Coral City Council has set the field of potential city managers at 17, adding five names to the original 12 deemed "best qualified" by staff for the job.

In addition to the original 12, council also added Deborah A. Edgerly, Nancy Carolan and Mark Lauzier from the "better qualified" list; Peter Sands from the "qualified" list; and Tom Leipold, who was not qualified at all for the job by the advertised minimal qualification standards.

All 17 candidates will now receive a list of essay questions written by council, as part of the next phase of the hiring process.

Councilmember Pete Brandt pushed hard to include Leipold, who was deemed ineligible by Human Resources staff based on the prior qualifications, which included a master's degree in one of several fields.

It was recently discovered that Leipold received his masters degree from a discredited university.

Brandt said he never fully agreed with the advertised minimal qualifications, and thinks Leipold deserves a place among the qualified candidates.

Brandt added that he viewed Leipold as one of the top qualified candidates for the job.

"I do not agree with the arbitrary list of minimal qualifications," Brandt said. "I think the overwhelming experience of the individual I'm talking about gives him the right to move anywhere in the list we choose."

The addition of a candidate deemed unqualified by city staff found little support on the dais, though a vote was not required to include Leipold among those to receive essay questions.

Councilmember Chris Chulakes-Leetz said he did not want to open the city up to potential litigation because of Leipold's inclusion.

"I don't want to end up in a lawsuit that's completely unnecessary," Chulakes-Leetz said.

Though the ranking "bands" by city staff did not indicate, numerically, which candidate had more potential in the "best,""better" and "qualified," Leipold was not included in those lists at all.

"To expand to the ineligible does not make any sense to me," Councilmember Kevin McGrail said.

As a former City of Oakland employee and a resident, some statements made to this site were not correct. While Ms. Edgerly did have family employed by the City, none worked for her. Lot of council-members & dept. heads have family employed by the city (her daughter worked for the Police department and not the fire department & the testing in question was not the basic testing, it was something within the academy. So...if you all do your homework, you will find that Ms. Edgerly is qualified...It is always easier to place blame on someone else, to keep the eyes off of yourself. The sensationalism around Ms. Edgerly and her being FIRED are based on the political atmosphere in the city. Ms. Edgerly was the former Budget Director and City Administrator. The city, the council and staff benefited from her knowledge and expertise.

I am not related to her, but I admire her tenacity and knowledge, if given a chance you will find she is very qualified.

The first question for anyone from Alabama would be did you have any affiliation with the water and sewer fiasco in Jefferson county, Alabama. Question 2 would be how do you feel about having an under writing bond company like J. P. Morgan send checks to friends of the politicians as "Pay to Play" costs. Jefferson County over 1 billion in bonds floated for profit to Mayor and Commissioners through their friends. Associated Press. Google. J P Morgan settled for 700 million saying we did not do anything wrong.

What criteria was used and by who to pick the last guy? If masters degree was the criteria, "Here is another fine mess you've gotten us in." Laurel and Hardy have left the building, so to speak!

OyVeyNoooooo Oy Vey! Oh, No, Coral Gables City Council don't do it! Don't add Deborah Edgerly to your "qualified" list unless you want all your Gables to come tumbling down on you! I live in Oakland CA where the Mayor had to finally FIRE her last year based on allegations that she tried to warn her nephew about an impending City Police Dept raid against his gang, and even intervened on his behalf, and where gobs of incompetent little Edgerlies were on the city's payroll. She even got the fire dept to re-test and change the rules for her daughter who couldn't pass the dept's basic qualifying tests. BE FOREWARNED!

well this to me smacks of another blaintant attempt of the council and mayor to include one of thier cronies.. who would even consider someone whith a degree from an unacreadited universary? they should stick to the original 12 recomended by the human resources dept as they set the requirments forth.if they allow this to happen it's a sad day for cape coral,people we need to make the dias aware we want someone quilifed to be city manager. this is TOO important to sit back and let it just play out. contact your distrect rep and voice your oppinion or show up at the voteing meeting. we have to make our wishes known.if not we will be stuck with the outcome.....
