City borrowing method questioned
To the editor:
I believe the city's authorization by "Resolution" to borrow hundreds of millions of dollars by issuing Commercial paper without sufficient funds budgeted for repayment, levied for or without referendum approval, would appear to be unlawful.
It is clearly stated in the Cape Coral City Charter Article 4.17, (b), (5)
"In addition to other acts required by law or by specific provisions of this Charter to be done by ordinance, those acts of the City Council shall be by ordinance which: 5) Authorize the borrowing of money".
It is further expounded on in the Article 7.11, (b) of the Cape Coral City Charter.
The act of spending hundreds of millions of dollars to be paid by posterity, when done by unlawful funding, is a swindling of Cape Coral's future on a very large scale, in my opinion.
It is the current council, because of decisions made by prior councils and the then-administration, that is charged with dealing with this debt of hundreds of millions of dollars, in a rising interest environment. Payments were only made on an "interest only" basis while never paying down the principle! This can never be allowed to happen again!

Rocco1, You are wasting your time! The Witch of Bergen County is just spewing the half-truths that she gets from a former mayor (who could not get re-elected,) and a bitter old accountant whose specialty is cherry picking information to show the City in its worst light! Feel sorry for them...they must live miserable existences, and wish the same on normal people!
