Sullivan: Moving the city forward a primary objective
By DREW WINCHESTER, dwinchester@breezenewspapers.comArticle Photos
With the election now a receding image in the rear view mirror, Mayor-elect John Sullivan wants all of the council's focus to be squarely on moving the city forward in the most positive direction possible.
Taking the oath at city hall on Monday, Sullivan will try to help steer the city through whatever remains of one of the most difficult periods in the city's - and the nation's - history.
Though the campaign was at times heated, as lines were drawn and sides chosen, Cape Coral's new mayor wants people to focus on what matters the most: the city.
"I thank the volunteers that worked tirelessly. I give them more credit for the results than myself. As far as the others are concerned, I want them to know the time for healing is here and now," Sullivan said. "We all need to get on the same page and get this moving in the right direction. There was never a hatchet to bury in the first place."
Sullivan's efforts will be directed to several fronts, but two focal points will undoubtedly be trying to cut back city spending and reforming key positions within the upper levels of city staff.
The mayor-elect has long maintained a need for the city to save money, hopeful for a trickle-down effect to the citizens' pockets.
He said that taking the opposite approach - raising taxes - has already been tried by the previous council, so a different approach must be taken. He thinks there's still cash to be saved within the current budget.
"I want to look at the budget cycle for this year and see if there's any place in there where we don't have to spend money," Sullivan said. "If you start taking two here, three somewhere else ... there's a lot of little crumbs we can put together."
While Sullivan did not say, specifically, that he would be directing his staff reform at City Manager Terry Stewart, he said "everything was on the table."
"We have to go department by department, find where the fat is, and cut it out," he said. "We're over managed, top heavy as far as management ... we need to look at higher level management and see what we can."
He wanted to assure city workers he's not looking to lay anyone off, or go after salaries.
Instead, he wants to approach unions to make some temporary cuts to benefits.
He wanted to dispel the rumors, too, that he was looking to make heavy cuts to the fire department or dissolve the police department.
In fact, Sullivan hopes to stamp out rumors and misinformation in general, providing the citizens of Cape Coral with access to ask informed questions. He hopes to revamp Cape TV and how the council's agendas are available on the internet.
Diversifying the way residents have access to city information, Sullivan also wants to diversify the local economy, finding a pleasant balance between construction and other opportunities.
Part of that balance, according Sullivan, is scaling back the "red tape" to foster growth and economic development.
"We need true diversification so we're not 100 percent reliant on growth. I'm not saying dump growth, but we need a balanced economy. We put all of our eggs in one basket," he said.
Moving forward will indeed be collective effort among council members, according to Sullivan.
He hopes they will be able to work on the most important things, whatever they may be, first.
"I hope we can get this together, prioritize a list and go after them one at a time and try to figure them out," Sullivan said.

The votes were counted. He got the vast majority of the votes. If ten people vote and one canidate gets 7 the other 3 ..that is a landslide..."I have heard nothing that indicates the mayor wants to go forward"??? What in the world does that mean? Thats just silly. You should have run for mayor so we could have swept you out in a landslide along with the other bums. As I already stated if Burch had done such a great job, methinks he would still be mayor. ANYONE care to resonably debate that FACT ??

There is no such thing as a landslide if less than 20% of the population voted. So far I have heard nothing that indicates this Mayor wants to go forward. Instead we again have negative feed on his actions. Like I have said before: Ka-ching, Ka-ching, Ka-ching. There goes our money.

Bradely you state "The minority will rule over the city" If I remember, the MAJORITY elected the mayor, by a landslide, and rightfully so. Firing Stewart will be another HUGE step in cleansing this mess. The only people that didnt have a clue about the workings of government are the bums there were recently swept out the door, term limited, and decided not to run. THANKFULLY the MAJORITY of the citizens that had enough of being fleeced with Burch, Stewart and MWH at the helm spoke out with their votes. If Burch and cronies had done such a wonderful job, methinks he might still be mayor. We need a city manager with his eye and mind on Cape Coral and not always looking for greener pastures which has being going on for years now. We dont need someone who is just collecting a check till that "better offer" comes in.I'm sure we can replace him at a cheaper price with someone that can do an equal or better job. YOU Sir, are the minority on the road left behind

Moving the city forward will not happen with the firing of the city manager. It will just re-enforces the opinion that the minority will rule over what is best for the city. Sullivan needs staff because he doesn't have a clue of the working of government, learn before you pass judgement. Don't start your term with negative reactions toward city workers.

LightSwitch...You are soo right...as my house value plummeted to more than one third of its value my taxes went up almost another thousand bucks. Criminal...Good Riddence to Double Talk Day, Tinhorn Tate the queen of ego, Big spending Bertaloony, And MWH's favorite friend Burch..Now, lets finish cleaning house and FIRE The Singer Stewart, and give him his wish to find greener pastures while still collecting a huge Cape Coral check and finish the job by firing Muddy Facts Mason. BAN MWH from this city. They and their council/city government cronies made an obscene profit on our citizens. Nowhere in this country would water and sewer installation costs be soo high as what was charged to our citizens and enabled by our own council that was supposed to be working for the citizens. SHUT DOWN THE USELESS CRA !!!

My wife and I redeived an 85% increase in our Cape Coral general fund tax bill. We received no more in service from this past administration other than a lot of grief on fixed incomes despite an extra $25,000 in homestead exemption. What I see this administration of inept politicians dressed in a cloak of civil servants did is eat up the $25,000 in added homestad exeption, eat up the stimulus checks and further reduced the value of my home. Thank you Mr Burch, Mr. Day Mr Stewart, Ms.Tate, Ms. Bertolini, and Mr. Mason. You have done soooo much to soooo many and you are receiving what you so deserve.

UEP must be rebid. Please remember the last vote when 5 or 6 million suddenly appeared as newly found savings. So we know that we can save at least that much. Its' reasonable to presume even greater savings if competition is allowed into the process. I think the rebidding should be overseen by someone other than present city management since there is , at least, the appearance of bias in favor of MWH. If we can get the right package together, the project, modified no doubt, will be finished.

The reality is that when you have the Mickey Mouse Club (cult) running for government, you end up with Mickey Mouse as mayor. This City is going in reverse. Part time so called leaders will bring part time so called results. What if the UEP is audited and there are no conclusive findings (as so many insist there will be) Then what? What is the back-up plan or alternate injustice we can blame all our problems on? The only resolve is to rewrite the charter, split district 6 into two districts and have a full time QUALIFIED mayor that will provide true leadership and vote only in a tie - not finger point and try to rule with a vendetta. All campaign, no real plan. Buzz words people, you elected buzz words. Smoke and mirrors.

continued from below: They need to look at jobs the city workers do and cut down the crews on many of them. Too many times I have seen big crews on a job and many standing around doing nothing while only a few are doing the work. Vehicle take home has to be stopped. I don't mind police taking the cars home as it is a deterrent. Personal use of the police cars needs to be stopped.

Mayor elect Sullivan is living in a fantasy world where the unions are concerned. They were already negotiated with and made an agreement to either take a cut in salaries or no raises. Benefit cuts were turned down by the unions. On another note. He is in the pocket of Creighton construction. Mr. Creighton was at his victory party. That speaks words to me and many others. The last city council was also in that man's pocket. Cuts do have to be made in management but also better utilization of the workers needs to be done.

Get the knife out and sharpen it up. Start at the top.FIRE STEWART and MUDDY FACTS MASON, I'm soo sick of hearing Stewart is looking for a job here, there, now the Carolinas. The job requires either 100% Cape or pack your suitcase. Its a disgrace that he still draws a overpriced paycheck on our backs while his mind is ALWAYS on greener pastures. BE GONE WITH YOU. Lets take a close look at the CRA and see if it should be disbanded. Did Audie still go to S. America on his "working" vacation? Lets take a close look at that dept.also. If it ain't producing, shut it down. Audit time to see who has been playing fair and square. Provide a base line with some honest facts and figures for a change.See where we actually stand. Ban MWH from stepping foot in our city. These are positive steps to restarting this city.

Audit UEP. Its' a good start and will provide a fiscal "health" report on which to plan. We know the current numbers are faulty and the project should be rebid as well.
