It's being paid for with a grant. While it's still tax money, it's coming from an outside pool. The cost to you is insignificant. If Cape Coral refuses the grant, another municipality will gladly accept it and you'll pay your share anyway. Throwing it away would be completely senseless.

Tactical training doesn't require live ammunition, only live scenarios and a piece of land. There is lots of land around that's cheap to rent. 10 year lease would work well. A few improvements and you're done.

Law enforcement training is much more dynamic than firing a few rounds down range. Secondly, do you really want their training to occur where the public can view them and learn their tactics? The author of this letter clearly does not understand what it takes to maintain a safe community like we have in Cape Coral.

A gun range cannot duplicate training for situations that occur urban areas. As I understand it, building a range to train for all scenarios that our LEO's may face is actually cost effective. We pay other municipalities to use their training facilities at a large cost.
