Simple solution: Have a signed agreement with the parents which CLEARLY STATES that "any child found to be using a cell phone during school hours will have their phones confiscated, with punishment to include that the parents will automatically have to purchase a "Magnetic pouch", in order to get their child's phone returned. If a child in caught continuing to define authority, suspend them. It's called DISCIPLINE. Let these kids know "who's in charge".
