How is it not known when a Commission got authority to do something? They either have the authority and it was officially granted or they do not have the authority.
If it is not known, then they do not have the authority. Where was the city attorney on this? Asleep as usual?

P&Z board chairperson Patti Martin said she understood why this subject was brought up, since the practice started three years ago under circumstances she understands some might question.
This was under the old RAG regime. What are the details?
